The Zabbix does not support creation of new 'user type'.
The 'user type' are fixed - Zabbix Super Admin, Zabbix Admin, and Zabbix User. This restricts the type of information we want to present.

As an example, there is no way a zabbix administrator will be able to provide access to graphs, but not to trigger.
