Caching of trigger expressions with expanded user macros was introduced in v3.0. However user macros in function parameters are expanded each time when the function is evaluated.

We should implement similar caching mechanism that was used for trigger expressions - the user macros in function parameters are expanded once after configuration sync and reused until the next configuration sync.
