I think that after introducing the Maintenance Periods feature in 1.8.x, the option of service time management in the IT Services tool should be moved to the Maintenance Periods. These functionalities are overlapping now and it's a little bit confusing. It would be nice to remove downtimes from IT Services and add options to manage them in the Maintenance Periods tool.
