      Currently (3.2) in the Action's recovery operations we can choose to send a "recovery message", e.g. notify only those recipients that received the problem notification.

      A similar feature might be useful for commands after implementation of ZBXNEXT-936. Commands could queue up in either server or proxy (executed sequentially).
