Currently newly created event from Active registration is processed by Action with smallest actionid only. Even if there are multiple actions with conditions that matches event.

If user would have action without any conditions, and just general operations like create new host. It will be impossible to add new Actions later with more deeper conditions/operations, because new events will be processed by first Action ( without any conditions )
