allow supplying message for ZBX_ERROR

      zabbix agent connections support two codes - ZBX_UNSUPPORTED and ZBX_ERROR.

      ZBX_UNSUPPORTED gained support for specifying a null-separated error message, but ZBX_ERROR did not (it uses a hardcoded message "Zabbix Agent non-critical error"). it would be nice to make them more uniform by supporting a message for ZBX_ERROR, too
