Actions are always reloaded and cache is locked during this time, even if cache was not reloaded, see zbx_dc_get_actions_eval()

However the correlation rules are refreshed only if the sync timestamp does not match current configuration cache sync timestamp. This allows to locally cache the correlation rules, see zbx_dc_correlation_rules_get()

Actions should have the same behavior as correlation rules.
