Recovery operations messages for ‘all involved’ users

      If recovery operation configuration is ‘Notify all involved’, then recovery operations messages send to users, who gets first operation message when problem started. If user doesn’t get operation message and have acknowledged problem, then he doesn’t get recovery message.
