User field in Reports -> Audit is a plain text, not a multiselect as evreywhere else

      In frontend, everywhere where user must be selected, multiselect is used and each selected option is formatted as UI element with tiny remove button right after the text. In Reports -> Audit filter selected user appears as plain text not as UI element.
