Current functionality of trigger based linkage is not flexible and hard to maintain in larger environments.

1. It is proposed to have problem tag based linkage, which will simplify management of services and will also add extra level of flexibility.
2. Any service may have zero, one or more tags (tag+value) associated with the service
3. When a problem happens or in case of recovery event, Zabbix will try to match corresponding services using AND (different tag names) / OR (same tag names) conditions and will change service status accordingly Older tigger based matching must not be supported anymore
