Use shared table locks when processing maintenances

      Current maintenance processing in ZBXNEXT-413 locks maintenaces for update to prevent frontend from removing them during processing. However this also prevents history syncers and timers from parallel maintenance processing.

      To allow parallel processing we should replace exclusive locks with shared lock on maintenances table.
