Zabbix doesn't have an option under "recovery operations" to add a delay like "Operations" had. For now Zabbix send "resolved" notification regardless if it did or didn't send "problem" notification. It can be confusing 

Same option for "recovery operations" as it is for "operations" can solve the issue. 

Or it can be some checkbox to send "RESOLVED" notifications only if there was a "PROBLEM" notification for a certain event in the first place.
