Use pkg-config to detect libxml2; xml2-config is gone

      As reported in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=949516
      `xml2-config` is being removed and can be used to detect libxml2 no longer.

      Please adjust build system to detect libxml2 using pkg-config.
