Zabbix allows to create triggers with the following settings:

• OK event generation:   None
• Allow manual close:   unchecked

This results in triggers which won't ever close. I cannot imagine how this could be a valid trigger configuration. So I think there should be a check if at least one of the following requirements is fulfilled:

• OK event will be generated
• Manual close is allowed
