      All tested browsers (Chrome, Firefox, Chromium Edge [Edge for Business] on Windows) are affected.

      The keyboard cannot be used to scroll within pages until a mouse click is done within the page (outside the menu). This affects most pages, exceptions include Configuration/Host groups and Configuration/Actions, as well as several pages in Administration.

      Having to click somewhere on the page is also prone to annoying mistakes because a large part of the page content usually is active, i.e. clicking there for the purpose of enabling keyboard scrolling changes the page again.

      When using a large monitor, keyboard scrolling is very convenient because it removes the need to carefully aim the mouse pointer at the scroll bar.

      Steps to reproduce:

      1. Navigate to Monitoring/Hosts.
      2. Press the Page Down key.

      Result:
      Nothing happens.

      Expected:
      The page scrolls down.
