Add TELNET to net.tcp.service, net.tcp.service.perf metric support to agent2

      Add native GO support (Linux and Windows) of TELNET service check for items net.tcp.service, net.tcp.service.perf.

      Seems like "github.com/reiver/go-telnet" package is not working as expected and TELNET service check has to be implemented from the scratch.
