Similar to regsub function, let's have a function to transfer item value or LLD value to lowercase or UPPERCASE.

The function can look like:

{{ITEM.VALUE}.uppercase()}
{{#LLDMACRO}.lowercase()}

This is required because there is no way to accomplish the task with regsub function.
