Currently when adding the Operation "Send message" to a discovery action this will send a message every time a host is discovered during the run of a discovery rule. This means that even when a host has already been discovered and added by said rule it will still trigger a message on each run of the discovery rule.

Ideally I'd like to only receive a message on the 'initial' discovery and adding of the device, this also makes more sense to me.
