currently, operation that is set for a single step only does not override step period. for example, operation for step 1 does not override anything, operation for steps 1-2 overrides period between steps 1 & 2 etc.

this makes it fairly hard to set up more complex escalation scenarios and period override operation for a single step being ignored is quite unintuitive.

it is suggested to change this so that single step operation would override period after that step, and multiple step operations would also override period after the last step - so operation at step 1 would override period 1-2, operation 1-2 would override periods 1-2-3 etc.

upgrade path & documentation would be critical in this case
