inform user if graph legend is hidden because of size

      in zabbix screens, if height is smaller than some value, legend is not shown. this is very confusing (see ZBX-3193, ZBX-3291, ZBX-3612) and there should be some indication to the user that this is happening - or maybe a warning in screen configuration when setting such graph height.
