Add runtime option for Server/Proxy to reload MIB files

      For now only way to force Zabbix to reload MIB files is restart:

      https://www.zabbix.com/documentation/current/en/manual/config/items/itemtypes/snmp/mibs

      The most important to keep in mind is that Zabbix processes do not get informed of the changes made to MIB files. So after every change you must restart Zabbix server or proxy, e. g.:

      It will by nice to add option such as snmp_cache_reload to reload MIB files without restart.
