Current Zabbix time unit - seconds, but in some cases, we have no possibility to send the values corresponding to this unit, and most the health checks have returning results in milliseconds directly and we have to use preprocessing and spent resources to convert it to the seconds

Please, add ms as a native Zabbix unit to avoid that
