Add an option to a raised "problem" that lets us disable the recovery expression from closing the problem
Due to our large environment, it is hard to keep the recovery expression on problems balanced between detecting a recovery in timely fashion, and preventing triggers from recovering and faulting
An example would be a interface that is exceeding 90% capacity, but only during specific peak periods, we would adjust the recovery expression to require 24 hours of being under 90%, however then a weekend or holiday occurs and the problem closes and opens again etc
As a result of this our notes referring to capacity expansion and relevant external system tickets etc are lost, and NOC will reinvestigate the same problem again and again etc
With this option to disable the recovery expression on the specific problem, once we determine this is a long term issue, we can tick the box and ensure our notes are saved until we manually close the issue (or re-enable the recovery expression)
