Steps to reproduce:

1. I have a task to provide access to the Setup menu (hostgroups, nodes, templates) only for viewing and reading (read only mode).
2. I create a user, assign him the administrator role. I assign the user a group - in which access for all groups is read-only.

Result:

as a result, the user has open menu, but not visible groups , hosts , templates

Expected:
read only mode for Hosts , groups and  templates
