frontend file includes/defines.inc.php includes several settings that users may choose to tweak - failed login treshold, trigger blinking time etc.
curently, there is no way to easily change these values in a way that does not touch shipped files or gets overwritten upon upgrade.
as a starting point, file includes/defines.inc.local.php could be supported. this file, if exists, would be read and settings in there would overwrite setting sfrom includes/defines.inc.php
