currently in the dashboard discovery widget is not shown if there are no active discovery rules. web monitoring widget is shown if there are no active web monitoring scenarios.

that's not consistent.

if dashboard one day gains ability to customise visible objects, it might be worth adding an option for both of these "show only if there are active discovery rules / web monitoring scenarios"
