Steps to reproduce:

1. configure Admin user with RW permissions to all groups
2. set Default access to new actions to ON
3. create auto registration rule with send message action
4. login as admin user

Result:
Action is not shown

Expected:
No matter the operation type all new actions should be shown to the user.
