Custom flag handling was implemented in plugin-support and applied to agent2, web service and all extended plugins for 7.0. Then custom flag handling was also implemented in 6.0 and 6.4 plugin-support and applied to agent2. 

Apply command line flag handling from plugin-support to web-service and all external plugins for 6.0 and 6.4 brances.

Also, in 6.0 and 6.4 plugin-support a structural adjustment was made - moving flag handling functions in a separate package. Apply the same changes to plugin-support 7.0 and all that use it)
