when agent detects logfile of size 0, it should send this fact only so that server can update lastlogsize field.
otherwise restarting an agent while logfile size is 0 will result in dataloss when agent starts up (agent gets lastlogsize from server, which is non-zero, and then proceeds to monitor logfile from this byte forward).
