IPMI items are handled by IPMI manager, but IPMI manager is started only when at least one IPMI poller is started. So without pollers IPMI items are simply being ignored.

One way to fix it would be checking for ipmi pollers and making IPMI items unsupported during configuration cache sync, like it's done for items with invalid update intervals.
