In preparing SELinux policies for the Go implementation of the agent and it's plugins I found that the CustomQueriesPath parameter(s) doesn't have a default value.

The implication of this is that we can't create fully functioning policy configurations as we can't know the path beforehand, and the user can and needs to set it to some path, which is an arbitrary choice.

This is a bit deviating from path configurations for custom resources elsewhere (the server and C agent), such as the loadable module look-up directory and the external script location.

I think we can introduce some base path, and maybe have subdirs there that match the plugin pretty name or some such. These details are up for discussion.
