In default template "Linux by Zabbix agent" there are 28 checks that will be performed every minute and 16 out of them are system.cpu.
Zabbix agent and Zabbix agent2 should support key that will return all the required information for all CPU that can be used as master and dependent items and for low level discovery. This will reduce number of connections made in case of passive checks
