for linux (maybe others too) active template you have 2 unavailability triggers.

 

red - Linux: Active checks are not available - default 5m
yellow - Linux: Zabbix agent is not available - default 30m

 

so trigger with less severity would be active later, than with higher priority. And both is active at same time.
