Steps to reproduce:

1. on clear 6.4.18 instance enable one of media types, for example "email"
2. configure new user with one media type used
3. after creating user, create some actions with operations: "Send message to users: example1 via all media" - all media is crucial
4. Then, do upgrade to 7.0.3
5. After update, open alerts --> media types

Result:
On 6.4.18 under alerts --> media types you will see that only one media type is used in some actions
After updating to 7.0.3 you will see that every media type is used in every action - even those which are disabled

Expected:
stick with behaviour from 6.4.18 version,

note: changing how message will be send, from "all media" to for example "mail" repairs this
