Different behavior of [Escalation cancelled:~] mail between version 3 and 4

      [Escalation cancelled ~] mail only happens when Action has multiple steps on version 3,
      however the mail happens with only one step on version 4.
      could you please confrim if this is expected behavior on version 4?
