Refresh unsupported items feature does not work.

Example: refresh unsupported items is set to 10m (default value). When an item with update interval 1h turns unsupported, next item check happens not earlier than in another hour. I expect that unsupported item should be checked with 10m intervals until it becomes supported, but it's not the case.

The issue was already reported but received an unsatisfactory response: ZBX-16342.
I also saw a few comments in unsupported items related issues where people face the same problem.
