every zabbix admin is able to do anything in actions section. he can edit/remove actions which are not related to hosts/groups where he has permissions, he can add new actions for hosts on which he has no permissions etc. i think this is very bad and must be fixed.

admin should be able to do 'things' only with hosts/groups where he has write permissions.
