"And/Or" tag  has "Or" functionality (and Or has And/Or functionality) for negated tags.

Steps to reproduce:

1. Create several hosts with tags. Example: 
   (tag name: tag value)
   Host1 - action: clone , tag: host
   Host2 - action: update, tag: host 
2. Go to monitoring->hosts.
3. Set tags in filter. Example: 
   And/Or
   action : Does not contain : clone
   tag : Does not contain : host
4. Press apply.

Result:
No result displayed. 
Expected:
Host2 displayed as result.
