Maintenance windows not observed in zabbix-server-pgsql-5.0.12-1.el7

      Centos7 with zabbix-server-pgsql-5.0.12-1.el7 and a postgres 12 DB

      Steps to reproduce:

      1. update from zabbix-server-pgsql-5.0.10-1.el7 to zabbix-server-pgsql-5.0.12-1.el7 and restart zabbix service.
      2. Try to create a maintenance window for any triggers that would normally send an email alert.
      3. These will fail and in light testing it seems that when the problem resolves it sends both the problem and recover alerts at once (or in some cases a recovery and "ok" message.
