The media types do not show all the actions used

      Steps to reproduce:

      1. Create action with alert operation via all media ("Send only to: - All -").
      2. Navigate to Adminitration > Media types.
      3. Find media types used in step 1.

      Result:
      In "Used in actions" row no actions which configured with "Send only to: - All -".
