If user have access only to some specific pages - the Zabbix is not loading after logging in, and blank page is displayed instead.
The amount of accessible pages to reproduce the issue might differ depending on the version of Zabbix
Note: Can be reproduced with a different types of user role
Steps to reproduce:

Precondition: 6.0 version

1. Create a new user role, with a Super Admin type 
2. Create a new user, with a user role, created in Step #1
3. Edit the user role, that was created in Step #1
4. Remove the access for pages:
   Monitoring (all),
   Services (All),
   Inventory (All),
   Reports (All),
   Configuration (Host groups, Templates, Hosts, Maintenance).

5. Save the user role
6. Log in into the account created in Step #2

Note: to reproduce the issue on 6.4 & 7.0 - necessary to remove access to the pages until "Alerts" section

Result:

Empty page is displayed, none of the content is loaded
