Steps to reproduce:

1. Create the data element with trottling 1 hour.
2. create trigger like: avg(/host/item,10m)>1

Result:
trigger cant work.

Expected:
Zabbix can calculate any values based on the values that it has also on the polling frequency, it is clear that the value did not change or when it changed.
