Steps to reproduce:

1. Create a maintenance period with "No data collection" and save it;
2. Open the maintenance period and change the maintenance type to "With data collection";
3. Press the small "Add" link to add new tag rows;

Result:
Tag fields in the newly added rows are disabled.

Expected:
Tag fields should be enabled.
