Due to current user group right caching system may have inconsistencies in data comparing the rights table (e.g., caused as the result of executing different API requests in parallel), it would be useful to be able to easily to recreate the rights cache.

The existing optional upgrade patch (intended to reset the rights cache) may be executed once. Currently it is necassary downgrade the optional patches if we want to run this repeatedly.

This could be realized as option given to the Zabbix server.
