Assign Super Admin users to appropriate ugset combinations

      In order to avoid performing massive calculations of data for the cache and to provide a more straightforward work on the formation of the cache, the Super Admin users also should be assigned to their appropriate ugset combination. Thus possible massive cache calculation will not be occurred when type of user role is changing from/to Super Admin.
