Certain environments could benefit from having ability to perform the webchecks from certain agents instead of the current functionality where the webchecks run from Zabbix server regardless of the host they're assigned to.

i.e our environment has certain services that run either on localhost or on hosts that only certain computers have access and monitoring these with webchecks is currently impossible.
