Convert templated screens to dashboards

      Summary

      Functionality of screens and dashboards should be merged to make things simpler for end-users. Conversion of templated screens to dashboards is one of the most important steps to make it happen.

      Аcceptance

      1. Templated screens must be converted into templated dashboards 
        1. Templated screens must be renamed to dashboards in the UI
        2. Existing API method "template_screen" must be renamed
        3. Configuration Import and Export must support operations with templated dashboards 
      2. Editing of templated dashboards must be made very similar to editing of dashboards
      3. Database upgrade and XML import must convert existing templated screens to templated dashboards
        1. Layout and functionality of screens must be preserved and be as close to the original as possible
