Virtual machine installation of Zabbix 7.0.0beta1 (Apache/PGSQL), docker instance of 7.0.0beta2 (NGINX/PGSQL)

 Description   

Steps to reproduce:

  1. Install fresh zabbix environment
  2. Navigate to Alert -> Actions -> Trigger actions
  3. Enable "Report problems to Zabbix administrators"
  4. Navigate to Alert -> Media Types

Result:
All mediatypes displayed in "Used in actions"

Also all trigger actions created and enabled will be visible in "Used in actions".

Expected:
Only configured (in this case not anywhere configured) actions should be visible in "Used in actions"

This was changed in 7.0.0alpha5 and previous behavior is considered incorrect: ZBXNEXT-4165

These media types are actually used (by "Send to" set to "All") in these actions, thus - should be shown, see documentation: https://www.zabbix.com/documentation/devel/en/manual/introduction/whatsnew700#miscellaneous
